The mass participation of people in the GCC, as global citizens from around the world, brings legitimacy and diverse perspectives to the deliberation process of global commons policy development. NGOs and other civil society actors help to create political pressure for sound public policies and promote consumer-level adoption of global-commons-compliant financial services. Civil society partners also help to raise awareness and enroll the media in recognizing the GCC as a mechanism for citizen-level influence in global commons governance.
