By design, the GCC embraces the Subsidiarity Principle and only makes policy recommendations about issues of the global commons that are transnational in nature. The GCC does not intend to develop overlapping legal jurisdictions or compete with UN member states. To the contrary, the GCC seeks collaboration with the policy development institutions of city, state and federal governments, and their operating agencies. They are important allies for implementation of GCC mandates, beyond the jurisdiction of the GCC.
